DCMS has commissioned independent research on UK creative rightsholders’ willingness and capacity to license cultural and creative assets for AI development.

The findings will build evidence on licensing in the cultural and creative sector while informing the design and potential of the Creative Content Exchange – a government-backed, trusted marketplace for licensing digitised cultural and creative assets and data.

The survey will take 12 – 15 minutes to complete and will run to 20th May 2026. The questions cover current licensing activity and revenue generation, appetite and capacity to license content and assets for AI use, and perceived benefits, risks and barriers to licensing.

All responses are confidential and will be reported in aggregate only. Individual responses will not be shared with DCMS or any third party and data will be processed in accordance with UK GDPR.
